ENERGY STAR® Portfolio Manager® (ESPM) is the United States Environmental Protection Agency’s (US EPA) online tool for measuring and tracking of energy and water consumption.

The Energy Usage Data System (EUDS) provides monthly energy usage data that can be submitted directly to ENERGY STAR Portfolio Manager from within the EUDS. This guide will present the steps to connect a building between the EUDS and an existing ENERGY STAR Portfolio Manager property. The high-level steps are as follows, with detailed instructions provided further below:
2. Initial ENERGY STAR Portfolio Manager Connection
Connecting your EUDS building to ENERGY STAR Portfolio Manager is a multi-step process between the EUDS and ENERGY STAR Portfolio Manager. We recommend opening separate web browser tabs to complete the process.
To connect your EUDS building to ENERGY STAR Portfolio Manager, you must:
2.2 Download your ENERGY STAR® Property
Once a connection is set up between the EUDS and ENERGY STAR Portfolio Manager, any existing data in the ENERGY STAR Portfolio Manager meter that the EUDS is mapped to will be overwritten. To prevent data from being inadvertently overwritten, it is good practice to download your current ENERGY STAR® property in case the wrong meter is mapped.
To download your building’s current ENERGY STAR® property:
2.3 Create a New ENERGY STAR Portfolio Manager Virtual Meter
The EUDS provides whole-building aggregated energy usage data. When you connect your building to ENERGY STAR, data for all of your building's physical meters are aggregated and synced to one ENERGY STAR® virtual meter. A virtual meter must be created to exchange usage data between the EUDS and ENERGY STAR Portfolio Manager.
If your building already has a virtual meter created with usage data provided by another source (manual entries, another benchmarking tool, etc.), we recommend creating a new virtual meter, as any existing data that may overlap with the data provided by the EUDS will be overwritten.
When creating a new virtual meter, be sure to mark the previous existing meter as inactive.
To create a new virtual meter:
2.4 Connect Your Building Between ENERGY STAR Portfolio Manager and the EUDS
Begin the connection process in the EUDS following the steps below:
Each building in your EUDS portfolio will have a unique ID used for connecting to ENERGY STAR Portfolio Manager.
To find the Building ID:
2.4.3 Connect to the ExelonEUDS Web Services Account
Next, you will have to log into your ENERGY STAR Portfolio Manager account and take a few steps within that platform.
2.4.4 Share your property with the ExelonEUDS Web Services Account
Within a few minutes, the EUDS should accept the building share and let you confirm the connection. If there are any issues connecting with the property, please contact the Energy Usage Data System Team at support@exelonenergyusagedata.com
2.4.5 Finalize the EUDS & ENERGY STAR Portfolio Manager Connection
Now that the ENERGY STAR Portfolio Manager building profile and meters have successfully synced with the EUDS, the metrics on the building’s Overview page will populate. “Gross Floor Area,” “ENERGY STAR® Score,” “Source EUI,” and “Primary Functions” will now be populated with information from your ENERGY STAR Portfolio Manager building profile.
↑ Return to topWhen you connect your building to ENERGY STAR Portfolio Manager, usage data is synced any time new usage data becomes available, or if usage data is updated in the last two calendar years, plus the current year.

3. Troubleshooting Connection Issues
This section will walk through troubleshooting steps should you have difficulty connecting to ENERGY STAR Portfolio Manager.
3.1 Connection Status: No Properties Shared
The ‘No Properties Shared’ message may indicate that your ENERGY STAR Portfolio Manager account or property has not yet been shared with Energy Usage Data Web Services (ExelonEUDS), or the property has been shared with the wrong Building ID.
To connect your ENERGY STAR® account or to share a property with Energy Usage Data Web Services (ExelonEUDS), see Section 2.4.3 or Section 2.4.4.
To modify the Building ID, you need to modify Energy Usage Data Web Services (ExelonEUDS)’s contact permissions.

3.1.2 Remove the property share
3.2 Connection Status: No Meters Shared
The No Meters Shared message indicates that you have connected your ENERGY STAR® account and property to the EUDS but a meter has not been shared, or the wrong permissions have been granted.
To modify the share for an already shared property:
Once your profiles are synchronized between the EUDS and ENERGY STAR Portfolio Manager, any metrics errors present on your ENERGY STAR Portfolio Manager profile will also be pushed to the “Metrics Sync Status” section on your building’s ENERGY STAR® tab in the EUDS.
Most errors must be addressed within the ENERGY STAR Portfolio Manager, however, below are some commonly seen errors and how they can be rectified.
3.3.1 Insufficient data for Baseline or Current Date
ENERGY STAR Portfolio Manager requires a full calendar year to calculate metrics. Ensure that the usage request you’ve submitted begins in January OR that the ENERGY STAR® virtual meter contains a full calendar year of usage. See Section 3.2.3.1 of our Building Owner User Guide for information on how to submit a usage request.
If you are using a virtual meter that has usage data provided from another source, and the meter entries use real bill dates, you may need to prorate usage, as the EUDS utilizes ENERGY STAR Portfolio Manager’s calendarization method. Review your ENERGY STAR Portfolio Manager virtual meter to ensure there are no overlapping meter entries
The “Date Meter became Active” should coincide with the earliest meter entry that you’re able to provide, even if your building’s physical meter has been active prior to this date.
If you have multiple meters that are being included in metrics, you should ensure that there are no overlaps and that the “Date Meter became Inactive” coincides with the last available meter entry.
ENERGY STAR Portfolio Manager requires a full calendar year to calculate metrics. Ensure that the usage request you’ve submitted begins in January OR that the ENERGY STAR® virtual meter contains a full calendar year of usage. See Section 3.2.3.1 of our Building Owner User Guide for information on how to submit a usage request.

3.4 Connected to Wrong Property or Meter
If you’ve connected your EUDS building to the wrong ENERGY STAR® property or meter, please reach out to support for assistance. You’ll need to provide the ENERGY STAR® Property ID that you intended to connect to and ensure that this property has been shared with ExelonEUDS and has the correct share settings enabled.
4. Disconnecting Meters and Properties
Disconnecting a meter from within EUDS will terminate automatic syncing to the ENERGY STAR® meter but will not remove any usage data that has already been synchronized.
To disconnect an ENERGY STAR Portfolio Manager meter from your building:
Disconnecting your ENERGY STAR® property from within EUDS will terminate automatic syncing to your ENERGY STAR Portfolio Manager property and will remove all share settings with EUDS.
Disconnection will not remove any already synced usage data from any previously shared meters in ENERGY STAR® or any ENERGY STAR® metrics that are displayed within EUDS.
Please note: Buildings that are deactivated by an Operational Administrator will be automatically disconnected from ENERGY STAR® (properties and meters).

ENERGY STAR® Portfolio Manager® is an interactive resource management tool that enables you to benchmark the energy use of any type of building. It is known as the industry standard for benchmarking commercial buildings. ENERGY STAR® Portfolio Manager® metrics allow you to compare your building’s energy use to a yearly baseline, national medians, or similar buildings in your profile.
5.1 ENERGY STAR® Portfolio Manager® Metrics
To view a building’s ENERGY STAR® Score and building Source Energy Usage Intensity (EUI):
5.1.1 What is an ENERGY STAR® Score?
The 1 – 100 ENERGY STAR® Score is populated once complete and accurate energy and property detail information is entered into an ENERGY STAR® Portfolio Manager® building profile. An ENERGY STAR® score of 50 is the median, so a score above 50 means your building is performing better than 50% of its peers, while a score below 50 means your building is performing worse than 50% of similar buildings nationwide. A score above 75 or higher designates a building is a top performer, making it eligible for an ENERGY STAR® building award. An ENERGY STAR® score helps you assess how your building is performing and allows you to identify which buildings in your portfolio should be targeted for upgrades or recognition.

↑ Return to top5.1.2 What is Energy Use Intensity (EUI)?
There are two types of energy usage intensity (EUI): Site EUI and Source EUI. Site energy is the amount of heat and electricity consumed by a building as you would see on your energy bills. Source energy represents the total amount of raw fuel that is required to operate the building, including transmission, delivery, and production losses. Energy Use Intensity is expressed as energy per square foot per year. Site EUI uses the site energy per square foot per year, while Source EUI uses the source energy per square foot per year.
The U.S. EPA has determined that Source EUI is the most equitable unit of evaluation, therefore, this is one of the metrics the EUDS pulls back from an ENERGY STAR® Portfolio Manager® building profile.
